What use is the outside/inner oversized belt loop thing for? They are mostly on the computer cases?

I have two computer cases, one is a swiss gear which has only the computer case, and an outside zipper located on the outside. there are two pocket on the outside as well. I also have a Solo messenger computer case, they both have some sort of thing on the outside alongside the part that faces you while carrying< what is it for?
