Should I start Jason Campbell vs the Browns or Derek Anderson vs the Redskins?

Derek Anderson is obviously coming off a great season last year but hasn't done anything this season until last week against arguably one of the best defenses in the league. Jason Campbell never puts up big numbers but is generally safe.
